Courtroom Access & Law Library
Judge David has been committed to enhancing courtroom access and improving legal resources for the community. Judge Glancy has increased the use of remote hearing technology, allowing individuals to participate in court proceedings from remote locations, saving them valuable time and resources.
He has modernized the law library for the judiciary and the public, increasing access to legal resources and research for the public and saving thousands of dollars. A public access terminal is being installed in the courthouse to allow the public to access state-approved legal forms, Michigan Legal Self-Help, Michigan Compiled Laws, and legal research through Westlaw. This public access terminal should be available in the coming months.
Child Support & Establishment
As Judge, David facilitated the move of child support establishment from the Prosecutor's Office to the Friend of the Court. The move has increased the successful establishment of paternity and child support cases in Lake County.
The Friend of the Court has also increased collections of child support by over 123.0% compared to prior years. This crucial role of the court ensures the financial well-being of children and families, which is vital for meeting a child's basic needs, including food, education and healthcare.

Vision for the Future:
ELECTRONIC FILING OF CASES (E-Filing):
Judge Glancy has requested, through the State Court Administrators Office, that the Lake County Trial Court implement Michigan's e-filing system for court documents and pleadings. This will enhance the efficiency of the court by allowing attorneys and parties to submit documents online at any time. This system not only saves time and resources but also makes it easier for individuals to file and track their cases electronically.
The court staff will still be available to answer questions and assist individuals in filing their paperwork in person at the courthouse or by mail if needed.
(Lake Co. Trial Court is currently on the wait-list for implementation of Michigan's e-filing system.)
CASE RECORDS MANAGEMENT:
The Lake County Trial Court currently uses two different judicial case management programs: JIS (Judicial Information Systems) and JMS (Judicial Management Systems). Judge Glancy is collaborating with the State Court Administrators Office to transition the Lake County Court entirely to the JIS program. This transition will streamline court processes, manage case information more efficiently, and improve access to court records and data. Additionally, it will result in cost savings for the court, as the migration of data to JIS and the annual user fees have been eliminated, bringing significant savings to both the court and the county.
(Lake Co. Trial Court is currently on the wait-list for the transfer of records from JMS to JIS.)
COURTHOUSE SECURITY:
Judge Glancy worked with the County Administrator to improve courthouse security, having locks and ID card swipes installed at entry points to secure court staff workspaces and the judge's chambers. These measures restrict unauthorized access to secure areas, safeguards confidential information, and protects courthouse personnel, allowing for the effective administration of justice in a secure setting.
FILE RETENTION & STORAGE:
Judge Glancy is also working to implement a case file retention program that ensures case files are maintained in accordance with the State Court File Retention Schedules. As such, Judge Glancy is working with the County to have all court records scanned and maintained digitally for easier access and a reduction in storage space and costs.
